Steps to reproduce:

GET /rest/field/bug/resolution


Actual results:

From the result it's not possible to tell which field values are enabled. The same applies for queries for other fields (e.g. status, severity, priority, hardware, os)


Expected results:

Any field which has been marked "Enabled for bugs" = No through the Bugzilla admin UI should return "is_active": false in the REST API response (or some similar named field)
