Steps to reproduce:

The scrollbar is just a bit hidden underneath the calender window on the right.

I don't see this on Win7 Classic theme and TB 45.6.0. The scrollbars are correctly aligned.

When you close the Today pane, is the lower scrollbar still shifted? If yes, ave you tried with all Add-ons disabled (see Help menu)?

It is still shifted, even with disabled addons. I've tried to set the language to english, but it doesn't work for reason I don't understand. Will try that and report afterwards.

I don't understand why you would be seeing that second scrollbar so high.
In what layout do you see this issue?

Since this is two years old and I'm running Windows 10 now, I cannot reproduce it and it's not "triggering" me anymore. ;)
