master-ball should absorb slave-ball and locale-inspector, and drop vendor-local/lib

Details
On route for the end of master-ball etc, let's cut some historic ties. We're not going to build out independent buildbot slaves anymore, and as I'm trying to get things easier to test, that separation hurts. That means that we can fold slave-ball and locale-inspector into the master-ball repo. Also, vendor-local/lib contains python libraries as dumps which are also in the virtualenv, so let's remove them.
