Possible dupe/regression of https://bugzilla.mozilla.org/show_bug.cgi?id=46845 I don't know.

Steps to reproduce:
--------------------

1. Navigate to a page with a drop down menu like http://webdev.cse.msu.edu/~beachjar/capstone/test.html and select an option.
2. Refresh the page

Expected:
------------
Page reloads, previous selections should not be kept, values should go back to default.

Actual results
---------------

Values in the drop down menus are not cleared. Shift-F5 clears the values but pressing F5 alone doesn't.
