The new UI has a checkbox for "Always Show All Commits". This checkbox seems to default to off, and even after turning it on it seems to get reset back to off periodically. I haven't verified but I presume it happens on a browser restart, because there is a reviewboard.mozilla.org cookie called commits_table_show which is a session cookie that expires on session restart. This cookie should have a longer lifetime.
