1337838 - Rename fhr|telemetry|pipeline|metrics to "data"

There have been lots of different titles in the past for the group of projects, products and people that deal with data ingestion and analysis.

It's an accepted fact that the progress of tooling and organization structure often required introducing new names.

One thing always stayed the same though: we deal with data from members of our community.

So to clarify our purpose to our community I propose to get rid of the following titles and replace them with "data":

- fhr
- telemetry
- pipeline
- metrics

As such services like sql.telemetry.mozilla.org would be called sql.data.mozilla.org etc.

There would be one landing page describing the various projects/services under data.mozilla.org (currently start.telemetry.mozilla.org).

More examples:

- the combined data docs would live on docs.data.mozilla.org
- the Mozilla Data Collective would live under collective.data.mozilla.org
- CEP would live under realtime.data.mozilla.org
- ATMO would live under analysis.data.mozilla.org

We'd also have a new GitHub organization to centralize data related code and documentation repositories under https://github.com/mozilla-data
