Steps to reproduce:

On a clean profile in both regular and private modes:

Go to Help Menu
Click "Report a Problem..."


Actual results:

Nothing happens.


Expected results:

Open a dialog for user to report a problem.

This menu item is in the Ubuntu Modifications 3.2 addon, not in Firefox itself.
