I don't see any reason why we shouldn't support these layouts on <legend> too. We added it to <button> in bug 984869, and to <fieldset> in bug 1230207.

The WIP patch in bug 1483787 fixes this.

still not possible to use flexbox on <legend> within <fieldset>
