When I view the history of a bug report, I want to keep the bug report itself available so that I can scroll to the data of a history item.  This was the standard feature of the old Bugzilla and should be restored in the new one.

Could the bug history be one of the sections, then we could link between history entries and the comments.

Another way would be to to add an option to the view menu on comments to show history only, no comments.

Which of these would be better, or would there be another option?

I do not like either alternative.  

Before the current major redesign, I could open the history in a new tab and then drag the tab to be adjacent to the tab with the bug report.  I could then quickly switch back and forth between the two tabs, gradually scrolling each to keep report entries approximately aligned with history entries.  

If the history is a section of the display of the bug report, that will require scrolling up and down as I compare history against the bug report.  

If only history is displayed without comments, we would have the current situation.

The "history" item is on a generated menu that drops down from a triangle in the top-right. It's not a link so you can't control-click it to get a new tab and when you right click it there's no link-relevant options like "open in new tab/window/container".

There's a similar-looking menu panel that pops up when you click the triangle near people's names that lets you see their profile and activity, etc. Those are also not links, and all open in a new tab. The "history" item should work like those.

From a UX perspective, this would probably be WONTFIX, IMHO. The bug history page is the same context as the bug itself, while the user profile and activity are completely different. In the future, the separate page could be converted to just a different view on a bug page, such as an overlay. In JIRA, for example, History is just a tab next to Comments. For now, opening the page in a new tab shouldn’t have a negative effect, at least.
