"Show my windows and tabs from last time" is not working.

Steps to reproduce:

In my options "When Firefox starts" is set to "Show my windows and tabs from last time" 
Multiple tabs are open to various websites.
Close Firefox (X in upper right corner.)  
Restart Firefox
(running Windows Vista Home Premium, SP2, up to date.)


Actual results:

Firefox opens with one window and one tab of my Home Page.  (Note also that these items in the History pulldown are greyed out: Restore Previous Session, Recently Closed Tabs, Recently Closed Windows.  If i had to guess i'd say Firefox is not remembering my recent data although the items DO show up in my History window.)


Expected results:

Firefox should open with the tabs that existed when i closed it.
