Details

Since PDFium is an embedded iframe inside a sandbox, we can't make tooltips work correctly as an usual element for now.

We can go an alternative way of creating a set of tooltip by ourselves.
Let's try to integrate tooltip widget for jsplugin process.

I'm closing this bug as WONTFIX per:

"The Mortar experiment has concluded. Mozilla does not consider the PDF use case justifies the burden of implementing and maintaining PDFium and a Pepper API implementation in Gecko."
