1348284 - Rename shipit bot hook roles

Since the last release of mozilla-releng/services, the service names have been normalized (no more underscore, only dashes).

So shipit_bot_uplift became shipit-bot-uplift, and a new hook has been automatically created: https://tools.taskcluster.net/hooks/#project-releng/services-staging-shipit-bot-uplift-bot

Could you:

 * Rename the staging role hook-id:project-releng/services-staging-shipit_bot_uplift-bot to hook-id:project-releng/services-staging-shipit-bot-uplift-bot
 * Copy the production role hook-id:project-releng/services-production-shipit_bot_uplift-bot to hook-id:project-releng/services-production-shipit-bot-uplift-bot
 * Delete the deprecated staging hook https://tools.taskcluster.net/hooks/#project-releng/services-staging-shipit_bot_uplift-bot

As the production environment has not been updated to the latest release, the production hook & role should stay as is.

I added two roles with `-` in them.  Please take a look to check that they are right.  Then I can delete the `_` roles when everything is converted.

Sounds good - I deleted https://tools.taskcluster.net/auth/roles/#hook-id:project-releng%252fservices-staging-shipit_bot_uplift-bot too
