Details

StrAllocCopy() and other such string manipulation functions need to go away in
favor of nsString and family.

Is PICS code staying in mozilla.org's CVS repository?  I believe there are
license problems.  If it is staying, this bug should be marked HELP WANTED in
its Status Whiteboard.  Or just fixed -- it's lame and hard to find an excuse
for clones of old montulli code (cloned from TimBL code) still being in Mozilla.
