Given that it probably has much more limited use, I think we should keep to just one file content process, at least initially.

This is just following-up on that dev-platform thread, although it seemed to die out. We also discussed this at the sandboxing meeting and decided we should keep it to one initially. MozReview-Commit-ID: 2KDYLhr8U6W

Verified as fixed on the latest Nightly 55.0a1 (Build ID: 20170523030206) - per Default, there is only one file content process allocated for the local files. Verified on Windows 10 x64, Ubuntu 16.04 x64 and Mac OS X 10.12
