1357393 - Export script for exporting eslint-plugin-mozilla is broken (getRootDir is not defined)

When I was doing the work to fix the ESLint exports, I rearranged helpers.getRootDir() into helpers.rootDir. Unfortunately I forgot to update the instance in createExports.js.

Also need to bump the version to 0.2.40, as that's what I last published due to the publishing not quite working right the first time around.
