Currently the aggregator & TMO dashboard use the model of "proportion of sessions this measurement was actively recorded in".
This problem exists for all probe types.

Most users are actually interested in proportions like:
- how many total received sessions a probe was submitted in
- how many users users submitted/used this


Frank suggested on bug 1356232:
