We need to decom the static cluster. This is the tracking bug for that work.

What's the timeline on the decom? Anything I can do to help push it along? See bug 1364537 for why I'm eager.

We don't really need to decom the static cluster anymore. Either the hosts are all powered off, or they'll be destroyed as part of SCL3 exit.
