Problem: Frame content pushed down/up by browser toolbars

To replicate:

Setup: Have browser window at 600x800 and all browser tabs checked to be shown.

1. go to https://www.mediacenter.etrade.com/

Result: Top frame tabs are nearly cut off.

2. Collapse browser toolbars

Result: You see Etrade's tabs gradually show more till they are displayed fully

Expected: Entire page/frameset is moved down when all tabs are expanded, not
just the top frame content.

Additional info from mgalli:

Was able to reproduce the problem susie reported after reduced browser window
size a lot to emulate her screen settings (800x600). The following URL is the
heart of the problem which is a collection of FRAMEs.

https://www.mediacenter.etrade.com/webfn_etrade2/index.asp

If you resize resize making the window smaller, at some point the frames in the
top will start overlapping. Note that with IE, the height of the content area
remains fixed (note the scrollbar of the content area (link media audio links).
Note the scrollbars in NGecko.
Occurs in both mozilla 9.4 and 9.9.
But Marcio didn't think this was an evangelism issue.
I'm sorry sometime I said "tabs" when I meant toolbars but I"m sure you'll
figure that out :-)
Susie, these URLs are gone entirely and www.etrade.com doesn't use frames. Can
I get an updated set of URLs or better yet a testcase?
No.
Marking invalid :-)
