Steps to reproduce:

1. Navigate to http://learn.genetics.utah.edu/content/epigenetics/rats/
2. A video with source "rat3.mp4" appears as an embed on the page


Actual results:

I see a unhappy document icon with message "No video with supported format and MIME type found." 

Navigating to the file directly also does not work. http://learn.genetics.utah.edu/content/epigenetics/rats/rat3.mp4


Expected results:

The video should appear and be playable. I am able to play the video on Safari on this machine. 

Additionally, my browser appears to be able to play mp4 video elsewhere, eg: https://raw.githubusercontent.com/mediaelement/mediaelement-files/master/big_buck_bunny.mp4

we only support H264 (MPEG-4 part 10), VP8, VP9, Theora video codec.
We and and won't support Divx (MPEG-4 Part 2)
