1360633 - Support public and non-public S3 buckets

Currently, the SymbolDownloader [0] and cope with multiple URLs but it doesn't know to use boto3 or requests for each. 

We need the ability to distinguish this and make SymbolDownloader work with either. 

Going forward we need to stop relying on org.mozilla.crash-stats.symbols-public bucket since it belongs to an old AWS account. So access to it should be entirely by HTTP.
