Details

There are a couple problems with the Queues view for admins:

* All queues for all users are listed.  This is usually not something I want.  It should be moved to a separate view ("All Queues" or something).

* The view is refreshed soon after loading to display only unowned queues.  Again not what I want if I want to manage my own queues.  I'm not sure if these are also included in the queue listing as it is first loaded.  We may want a separate view for this.
