Reproducible: always

Steps to reproduce:
1. Make sure
    user/password of https://bugzilla.mozilla.org is in password manager.
    and master password is set. 
    not logged in the site.

2. Bookmark the following urls in a folder
    about:home
    https://bugzilla.mozilla.org/enter_bug.cgi

3. Right click on the folder and choose "Open All in Tbs".
   So, there are [[about:home]] [bugzilla] in tab bar and the former is selected.

4. Cancel if Master password dialog pops up since the current tab does not need a password
5. Switch to tab of bugzilla

Actual Results:
 No Master password dialog pops up.
 User can not recognize from the UI whether a master password is necessary or not.
 No way to input the Master password dialog. (except reloading the page)
 

Expected Results:
 [proposal]
 Something button should be indicated in identify box in location bar if Master password dialog may be required.
 The button should trigger the Master password dialog.
I don't think reloading the page is a big problem, assuming that a master password user should be slightly more experienced.
