Details

Looks like turning on univerialchardet increased startup
time by about 1%, is this expected?  Note that luna & mecca
show this increase but comet does not since it is building
all extensions.

Universalchardet is a separate shared library. To handle such a library will
always lead to some additional expense. I think it is expected.
