Details

In mail and news, the enter key does not work when a menu is selected to toggle
a state setting.  This is atleast true of Options|Format|(Auto-detect,Plain text
only, ...) and Options|Security|(Digitally Sign).

The menus are dismissed but the action does not affect the value.  Mouse click
work fine for all these settings.

Mozilla 0.9.9 on windows 2000.

Bug 38403 sounded related.
WFM on WinXP trunk build 2002072708.
