Details

STR:
1. Verify in about:config toolkit.cosmeticAnimations.enabled = "true"
2. Navigate to http://www.popuptest.com/popuptest2.html (notice the notification bar)
3. Reload the page 5 times

Actual:
The notification is reloaded each refresh.

Expected:
The notification should not reload. When toolkit.cosmeticAnimations.enabled = "false" the Notification Bar stays.

This is expected behavior, i.e. reloading the page should dismiss and re-show the notification bar. Not sure what bug 1355927 would have changed here -- maybe it made the effect more noticeable.
