1372077 - [Form Autofill] Change the label "country" to "country or region" in Preferences

According to the wiki [1], we should label the field in the Form Autofill add/edit dialog "Country or Region" instead of "Country".

Increases the width of the label and the dialog to fit "Country or Region" in one line.

Tested on Mac OS X 10.12. Windows 10, Ubuntu 16.04 tested with FF Nightly 56.0a1(2017-07-30) and I can confirm the fix. I will mark this as resolved fixed.
