In bug 1351396 we found that some clients are sending the 'new-profile' pings more than once. Since we're marking the 'new-profile' ping as already sent in the telemetry session state file, one theory is that the OS is shutting down while this file is being written.

We should find a way to verify this.

The "os_shutting_down" scalar is going away in bug 1389992. The duplicate problem that we found on Nightly was not so present in Beta, so no need to dig too much into this now. I'm closing off this bug.
