I discovered as I was working on
https://bugzilla.mozilla.org/show_bug.cgi?id=1371733 that Marionette’s
cookie service is not conforming to the WebDriver specification.

The specification is also lacking in error handling and exact specifics
on what cookies are meant to be returned fro what (sub)domain.

This is also a good opportunity to write WPT tests for this part of the
specification.

I filed bug 1408962 for `Add Cookie` with clear steps included to get this command fixed. Lets make it a sub task for the cookie service in general.
