Steps to reproduce:

Tried to upload an image to an ebay product listing.
Tried in Safe Mode.


Actual results:

I see the spinning wheel but nothing happens.
Works in IE.


Expected results:

Photo should be uploaded.
Is this a regression? How about Firefox 54, the current release version?

I am unable to reproduce this issue with following user agents:
