Follow on to Bug 1373988, we should create something similar to config/external/sqlite/moz.build for libvpx and libjpeg.

Not as far as I know. Are you running into problems because of this?

I'm not really sure wether its related, but I ran into a configure error related to libjpeg when trying to rely on clang to cross-compile firefox. Which isn't too important to fix, only have been scanning bugzilla for potential bugs about this.
