the initial `git clone` failed:

> servo-backout-pr-cli[16998]: $ git clone https://github.com/moz-servo-sync/servo.git /home/servo-sync/backout-servo
> servo-backout-pr-cli[16998]: failed to create pull-request, retrying: [Errno 2] No such file or directory: '/home/servo-sync/backout-servo'

there wasn't an error message logged, and the directory was indeed missing.
when i copied the command and ran it manually it completed without issue.

not sure what's going on here.

perhaps we should clone the repo during ansible deployment if it doesn't already exist (likewise for the autoland repo).
the sync service is no longer running/needed.
