Steps to reproduce:

can't find a way to reproduce on a new site


Actual results:

https://inbox.google.com/
https://web.whatsapp.com/

sends web notifications

but:
- in site preferences option is set to "block"
- dom.webnotifications.enabled is set to false
- dom.webnotifications.serviceworker.enabled is set to false
- ​dom.push.enabled ​is set to false


Expected results:

notification should not appear

this site:
http://www.bennish.net/web-notifications.html
correctly say "Notifications are not available for your browser."

on the next tab whatsapp is displaying notification...

nevermind, notification seen wasn't web notification, but pushbullet extension was mirroring my phone notification using the same identical style
