1377868 - Unsubmitted crash report notification does not appear when the "*.dmp.ignore" file is in the “pending” directory

Steps to reproduce:

1. Download and extracts the archive https://onedrive.live.com/download?cid=F96BA52A2AF70D03&resid=F96BA52A2AF70D03%211475&authkey=AOHg_p7QU7I_ERM.
2. Move the file "0d96b215-0118-492b-8b11-596a221d6066.dmp.ignore" to the folder %UserProfile%/AppData/Roaming/Mozilla/Firefox/Crash Reports/pending
3. Install extension https://addons.mozilla.org/en-US/firefox/addon/crash-me-now-simple/.
4. Crash the tab (“Crash content process!”.
  “Crash content process!” might not appear in the Add-on menu but should be available in the Customize menu.
5. Exit Browser and restart.


Actual results:

Unsubmitted crash report notification does not appear when the "*.dmp.ignore" file is in the “pending” directory.

Reproduced the initial issue using old Nightly from 2017-07-03 on Windows 10 64bit, verified that using Firefox 56 beta 11 the issue does not reproduce anymore.
