User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:54.0) Gecko/20100101 Firefox/54.0 Build ID: 20170630112252 Steps to reproduce: Thunderbird does not come with a dictionary pre-installed, a user has to manually install the dictionary for the preferred language. The website that Thunderbird shows upon installing a dictionary is this: https://addons.mozilla.org/De/thunderbird/language-tools/ Actual results: The website did not offer any German dictionary. User has to scroll down to German (Germany) to install the desired dictionary. Most users won't understand this and install the language pack instead, which of course does not offer dictionary functionality. This is why the German language pack has very negative reviews. Expected results: There should be a default German dictionary available next to the language pack.

Hmm, there is on the English version: https://addons.mozilla.org/en-US/thunderbird/language-tools/ Basically, you're complaining about the Mozilla add-ons website and you need to file bug reports here: https://github.com/mozilla/addons-server/issues Thanks for the report, I can see that this is a valid issue, but you've come to the wrong place to report it.
