Description

STR:

1. Open Nightly with a new profile
2. Open a new tab
3. Do not interact with the notification and Open 8 new tabs
4. Repeat step 3 5 more times

Expected:
No notification is shown. Only show 8 times.

Actual:
The notifications cycle back through showing each notification a total of 16 times.

I tested and the notification changed as expected after the 8 impressions.

Yes, the notification does change 8 times. If you cycle through all 6 sets of 8 impressions the tour should be done but it cycles through another time for a total of 16 impressions each.

That is intentional per the spec
