In safe mode, regular addons are disabled. DevTools plan to become an addon, that would be installed as a legacy extension on RELEASE & BETA channels, but they still should be installed in safe mode. Using DevTools in safe mode is a fairly common use case since it removes some of the noise coming from your usual profile.
Kris: we quickly discussed about that in SF, you said that it should be feasible to allow the devtools addon to work in safe mode. How should we get started here?
