MediaStreamGraph keeps spinning after all MediaStreamTracks are stopped

Not sure if this is a bug.

Steps:
1. Connect to http://jsfiddle.net/hsg9t3kf/
2. Run "gUM!" and grant the permission to both video and audio devices.
3. Run "Stop!" to stop all tracks.

After these steps, MediaStreamGraphImpl::ExtractPendingInput() is still called repeatedly.

The symptom only occurs when audio track exists.
It only spins for a while.
