In order to implement the new Tracking Protection doorhanger design, we will need to expose to the UI a count of the number of resources that were blocked by the URL Classifier, as they get blocked.

We should not limit this to hits on the Tracking Protection list, but rather pass along the type of blocking so that the UI can expose more types of blocked resources in the future (e.g. malware/phishing sub-resources).
