Details 
Onboarding tour in version 55 opens about:accounts with specified email in its tour. This requires a feature only available in UITour of version 56 and we need to workaround it by moving the same logic to bootstrap.js of onboarding extension itself.

The patch has been ready and I'll put it in this bug.

This is for shield study in version 55 only and shouldn't be landed in mozilla central.
The patch has been included in https://github.com/mozilla/shield-onboarding.
Let's track follow-up things in bug 1391210 and the repository.
