When viewing a file:// URL which needs a vertical scrollbar, the scrollbar will
usually move, but the file listing does not move.  Dragging the bar or clicking
in the empty space for page-size movements moves the bar itself, without
updating the file listing.  Clicking the arrows for line-size movements doesn't
move the bar or update the file listing.
Using the arrow keys does scroll the file listing, and updates the scrollbar
position.
The scrollbar does work for http:// and ftp:// URLs.

Steps to Reproduce:
1.  Open a file:// URL which has enough files to need vertical scrollbar
2.  Attempt to scroll file listing with vertical scrollbar


Actual Results:  File listing does not scroll

Expected Results:  File listing should scroll
Confirmed using FizzillaCFM/2002041712 (RC1). The vertical scrollbar is
ineffective when viewing a local directory using Mozilla's XUL (tree-based)
Directory Listing Format.

I'm pretty sure this is a duplicate, but cannot find the proper bug at the moment.

works in a 4/25 osx build trunk. I seem to recall that this was a problem for a 
brief period of time.
