139403 - window does not scroll when dragging a bookmark in manage bookmarks window

I'm assuming you have enough bookmarks added, or your Manage Bookmarks window is
small enough, that you have a vertical scrollbar.

1) Launch Mozilla.

2) Bookmarks: Manage Bookmarks.

3) Scroll to the bottom.

4) Drag a bookmark up to the "Name" column, so the window should begin scrolling.

What happens: the page scrolls perhaps one or two bookmarks up, then stops.

What should happen: the page should continue scrolling while focus is outside
the bookmark list.

I notice if I continually drag up to the Name column, then below the Name
column, then to the Name column and so on, I can force the window to scroll
upwards one or two bookmarks at a time.

There seems to be a "sweet spot" that is very small that you can hover over to
continue scrolling, but you have to find it every time...  :(

using moz1.2a on winme.

i see this too.  i cannot get any scrolling when dragging a bookmark.

Dragging the URL Handle from the URL address bar to the bookmark drop down menu
shows the same bug.  You can only place your bookmark in first page of the menu.
 i.e. It does not scroll.

wfm for quite a while now, definitely fine in 1.8a2.
