Firefox 57.0a1 20170827 + 56.0 beta 6 on Windows 8.1

If an accesskey gets pressed, it doesn't bring an option in the preferences into the visible area if it has to scroll up.

Steps to reproduce:
1. Open Options/Preferences.
2. Click on "Privacy & Security".
3. Scroll to the bottom.
4. On Windows, press Alt+Shift+O.
Actual result:
Select option not shown, one has to scroll up to see it ("Override automatic cache management"). Same happens again it one hits once more with "Open Tabs".
