Steps to reproduce:

Open a page: Content-Type image/svg+xml.
Open dev tools.
Toggle ruler option, no ruler lines visible.
Toggle portion ruler, no ruler line visible.


Actual results:

Toggle ruler option, no ruler lines visible.
Toggle portion ruler, no ruler line visible.


Expected results:

In a previous version of Firefox I thought this had been fixed.
Maybe I was dreaming?

If I remember correctly, the AnonymousContent API we use for the rulers does not work yet in SVG documents.
I think this is bug 1157592, which Brad had started to work on but didn't have the chance to finish yet.
I'll close this bug as a duplicate of bug 1157592 because as soon as it's fixed, the ruler tool will work there too.
I'll add your steps to reproduce there too.
