When updating across moves, it'd be helpful to see if a file could have been part of the project configs, regardless of whether it's actually in the current list.

This happens when files move during the history, and we might have an l10n path for that, or not.

Attachment: bug 1396766, add ProjectFiles.match,

This api only works on the paths, and doesn't check if the
files would actually exist. This is useful when files move
in VCS history, and we want to check if it had a match
in our project configs or not.
