Steps to reproduce:
1. Open an older nightly build (build id: 20170903220032)
2. Check for updates but do not restart browser to apply updates
3. Go to about:support and click the refresh nightly button to perform a browser refresh
4. Wait for nightly to restart and observe the sent pings

Expected results:
The update ping with reason success is sent from the new refreshed profile

Actual results: The browser is updated to latest nightly but the update ping is not sent

Notes/Issues:
Verified in FF57(build id: 20170903220032)
