Details

The CSS display property can be used to assign a layout object to an arbitrary
piece of content.  This can be problematic for tables. This can also cause
issues when a inline frame is changed into a block frame.

So.. what exactly is the bug here?
The CSS spec describes how to handle all of these cases, and we implement most
of them.  Any specific bugs should be filed separately.
