We have a proliferation of buckets and it's not always clear what they're for -- we should add a README.md to the root of bucket stating its purpose, etc. I added one to the newly-created `telemetry-artifacts` bucket that can serve as a template:

## Description

`telemetry-artifacts` is meant to house build/downloadable artifacts for our various projects, allowing us to build once and distribute from here. The primary use case for now is uploading fully packaged jars such as parquet-tools or telemetry-batch-view.
Mauro, do you think this can fit into the architecture review?

It can definitely fit into that. It would also be great to see how using Databricks would impact the way we store files on S3.
