1403567 - Remove access to AppleGraphicsPolicyClient iokit from content process

I can't trigger any usages of it in any accelerated graphics contexts. Neither Chromium nor WebKit master have it in any of their sandboxes.

I've triggered a try run and am checking the WebKit history since they _used_ to have it.
