On platforms such as Microsoft Mixed Reality, user interaction with the 2d page is restricted to pointerlocked element unless the user unlocks the input using an OS provided interface.

To inform content of this state, the browser should emit the onvrdisplaypointerrestricted and onvrdisplaypointerunrestricted events.
