This bug was filed 2 days ago and has already failed 50 times in this time frame. It is mostly failing on Linux and has a few fails on OSX as well. Build types are mostly OPT and a few PGO.

(It appears that browser_permission_doorhanger.js can be affected by having been run before it, so it started permafailing on Linux 64-bit ASAN runs when browser_navigation.js was skipped.)

For what it's worth, this lack of test coverage almost led me to check in a patch that would have badly broken responsive design mode. I did a try run, and it was all green.  That surprised me enough (due to other parts of the patch, not this one) that I started asking around and found that the tests that should have caught the problems in the patch are all disabled.  :(
